Microsoft on 18th December, has launched the official Release Candidate of Microsoft Windows XP Service Pack 3.
This Service Pack includes some interesting security updates and surprisingly with no new features. But installing this Service Pack didn’t made any particular change in the way the operating system worked. Anyhow, considering it’s just a Release Candidate, Microsoft has created a TechNet Forum to discuss all issues and features in this Service Pack release.

I am delighted to participate in the Annual Google India Conference in the city of Hyderabad. The theme of the conference is ‘Be the Change’. This is most appropriate since India is in the process of transforming itself into a developed nation before 2020 and the world has multiple challenges. My greetings to Dr. Eric E. Schmidt, Chief Executive Officer of Google, Shri Shailesh Rao, Managing Director, Google India and the thought leaders of Google India and the world. Google has become a popular search engine for every internet user and the institution through its innovative technologies is connecting millions of people around the world with information. I would like to discuss, how information could be an instrument of economic growth and national development. I would like to share some thoughts on the topic “Dynamics of Information Flow”.
Since I am in the midst of team members who are looking upon new ways of thinking and resulting action, I would like to discuss the most important ingredient that will enable us to realize organizational and national goal. Creativity
Let us study on creativity. In a knowledge society, we have to make innovations continuously. Innovations come through creativity. Creativity comes from beautiful minds. It can be anywhere and any part of the world. It may start from a fisherman hamlet or a farmer’s household or a dairy farm or cattle breeding center or it emanates from classrooms or labs or industries or R&D centers. Creativity has got multi dimensions like inventions, discoveries and innovations. Creative mind has the ability to imagine or invent something new by combining, changing or reapplying existing ideas. Creative person has an attitude to accept change and newness, a willingness to play with ideas and possibilities, a flexibility of outlook, the habit of enjoying the good, while looking for ways to improve it. Google is born out of creativity. Fiber optic system is born out of creativity. Internet 1 & 2 is born out of creativity and many. Google thought leaders who have assembled here of course are in search of creativity. Creativity is a process through which, we can continuously improve ideas and find unique solutions by making gradual alterations and refinements to our works. The important aspect of creativity is: seeing the same thing as everybody else, but thinking of something different. Now let me talk about the Law of Development where creativity and innovation are the capital.
Law of development
In the last few years, I have been studying the development patterns and the dynamics of connectivity between nations, especially in trade and business. As you all know the world has few developed countries and many developing countries. What is the dynamics between them and what connects them? A developed country has to produce and market its products in a competitive way to different countries to remain a developed country apart from meeting the national needs. For the developing countries to get transformed into developed countries; they too have to market their products to other countries in a competitive way. Competitiveness is the common driving factor between the two types of nations. Competitiveness has three dimensions: quality of the product, cost effectiveness and product is in the market just-in-time. Indeed this dynamics of competitiveness in marketing of products by developing and developed countries is the law of development. There is a relationship between the core competence and the competitiveness of the country. Such a law applies to individual companies as well. A nation can be competitive only if its products and systems are produced competitively in an environment which is inherently competitive for reasons such as for example that infrastructure can be easily developed and skilled human resource is locally available. Competitiveness is powered by technology. Technology is powered by Knowledge.
Technology is the non-linear tool available to humanity, which can affect fundamental changes in the ground rules of economic competitiveness. Science is linked to technology through applications. Technology is linked to economy and environment through manufacture of knowledge products. Economy and environment are linked to technology, which promotes prosperity to the society. Today we are witnessing the technological convergence in the Internet domain leading to a paradigm shift in the communication resulting enhanced productivity and cost effectiveness leading to economic progress.
Paradigm shift in communication
Google has had phenomenal amount of progress in the paradigm of Internet and made your name synonymous with Internet search engine. I appreciate and congratulate the founders Sergey Brin and Larry Page for their innovative and creative vision in creating the Google Search Engine and given multidimensions through web. Certainly, Google has contributed in a big way for IP convergence in the Internet domain, which has resulted in maximizing the employee productivity, increasing application availability, improving business continuity and reducing cost.
Internet2 and Web2.0
The world is moving towards internet2 applications. Internet2 applications require advanced networks. That is, these applications will not run across commercial Internet connections. Internet2 applications require enhanced networking functionality—such as high bandwidth, low latency (delay), or multicast—not available on our commercial Internet connections. Internet2 is about everything we do in higher education. Therefore, we encourage and support applications development in all disciplines from the sciences through arts and humanities. Whether you’re in the classroom, the laboratory, the library, or the dorm, you should be able to access Internet applications that provide benefit. This will ultimately provide equitable access to the entire education system beyond just the lectures and the lecturers.
Today the emerging Web 2.0 provides “Network as platform” for computing, allowing users to run software applications entirely through a browser and users can own the data on a Web 2.0 site and exercise control over that data. This stands in sharp contrast to traditional websites which limit visitors to viewing and whose content can only be modified by the site’s owner.
Hence, Internet 2 and Web 2.0 is bringing convergence in IP and redifining the entire computing paradigm in the world from desktop computing to web based computing. Hence the “Desktop platform has been getting redefined into Network as a platform for computing and communication” in the changed scenario.
The challenge is not the technology alone, but how the application and service are facilitated or delivered to the people as per their requirements, rather than only making it available on the web and can be easily accessible to the people in their own languages. Also, the challenge for the ICT industry is on the following areas:
How to build the capacity among the people, government, institutions to accept the new internet2 paradigm and its relevance in the new paradigm of the way of living, the way of learning, the way of trading and business, the way of socializing and the way of governance.
Creating appropriate local content in their own languages, hosting the content, searching the content and enabling multi-lingual collaboration among them to bring economic prosperity in the particular region.
Appropriate policy changes in authentication, security, intellectual property rights, strict policy and implementation mechanism for preventing social abuse in the social networking sites, and upgradation to derive the benefits of innovations.
Innovation brings transformation, capacity building ensures its sustainability of the transformation. We should strive for both and work in synergy. Today, in this context, let me explain one scenario which will create a big challenge and opportunity for the indian ICT industries, MNCs like Google, the state and central Government and other related institutions in the country.
Typical scenario for e-Goverance
Web based unified communication tools and collaborative applications can bring people and content together to solve problems, reduce costs and shorten time needed to complete tasks, allowing employees to work in a remote environment as though they were in office. Here, I visualize an election scenario, where a candidate files his nomination from a particular constituency. Immediately the election officer verifies his/her authenticity from the national citizen ID database through multifactor authentication, through a multipurpose Citizen ID card.
The education credentials of the candidate come from the university records. Candidate’s track record of employment comes from various employers with whom the candidate had worked. His or her income and wealth resources come from the income-tax department, and other sources. Candidate’s property record comes from the registration of land authority across the country. Candidate’s credit history comes form various credit institutions like banks. Candidate’s civic consciousness and citizenship behaviour comes from the police crime record. Candidate’s legal track records come from the judicial system.
All the details arrive at the computer terminal of the election officer within few seconds automatically by the act of e-Governance software agents which crawl across the various state and central government web services directories through the network GRID and collects the information automatically and presents the facts in real-time without any bias. Artificial intelligence software analyses the credentials of the candidate and gives a rating on how successful he or she will be as a politician. Election officer sitting at the remote block of the country decides on the spot and the election process starts. All the voters vote from their home through virtual polling booths. If we consider the breakthroughs and expansion in telecommunication and Internet in the last five years, this visualization is no longer a dream and is possible to be achieved by many nations, including India and USA.
To establish a system what I have visualized, we need a high bandwidth broadband connectivity and relevant interoperable software applications across the many Government departments such as State and District Administration, Election commission, Universities, Banks, Home/Police Departments, Insurance companies etc., This scenario requires vertical and horizontal e-Governance grid established across various institutions and the Government. Hence, we can draw information and feed information from these GRIDs for seamless flow of data to achieve the goal of good governance. Google with its core competence in search engines would definitely be able to find an innovative solution in association with Indian ICT industries and institutions and government for searching the multiple portals in an organized environment and provide the required information within seconds at the click of the mouse.
Empowerment through Connectivity
The total land area of India is around 3.3 million square kilometers with 7000 kilometers of coastline. The entire area is spread into deserts, hilltops, mountains, seashores, islands, valleys and plains. Out of the billion plus population in the country 70% live in six hundred thousand villages. We are in the process of a societal transformation towards sustainable development for our growth. This we propose to realize in a time bound manner by promoting a knowledge society for empowering the entire nation. Electronic and knowledge connectivity is the key to realize this goal. Connecting a billion people gives multiple challenges. Now, I would like to discuss about the societal transformation through the establishment of Societal GRID connectivity model.
Societal Grid
In the proposed model, the inter-connectivity among the three sectors of the economy is brought about by four grids called Societal Grid: namely, Knowledge Grid, Health Grid, e-Governance Grid and the Rural Grid,. Each grid is a system of multiple portals. This system of grid will bring prosperity to 700 million people in the rural areas and 300 million plus people in the urban areas. In the process, it will ensure that the lives of 220 million people are transformed. First let me discuss about knowledge grid.
Knowledge Grid: The endeavor is indeed to build and transform an information society into a knowledge society. The knowledge society will be a society producing, marketing and using products and services that are rich in both explicit and tacit knowledge, thus creating value-added products for national and international consumption. In the knowledge economy, the objective of a society changes from fulfilling the basic needs of all-round development to empowerment. The education system instead of going by textbook teaching will be promoted by creative, interactive self-learning – formal and informal with focus on values, merit and quality. The workers instead of being skilled or semi-skilled will be knowledgeable, self- empowered and flexibly skilled. We have rich knowledge institutions but what we have to add is connectivity. This connectivity today is technologically possible but would need creation of high bandwidth reliable network infrastructure to the extent of minimum 10 Gigabits per second all through the country to provide uniform access of knowledge in different regions leading to the creation of Knowledge GRID. Connecting 5000 Higher Educational and Research Institutions across the country is in the offing. Now, I would like to discuss on establishing the next network in the system of GRIDs across the country, namely Health Grid.
Health Grid: The mission of telemedicine with healthcare Grid is gaining momentum and it will spread to all the equipped Primary Health Centers in the country, medical colleges and research institutions. Connectivity between 35 urban super-specialty hospitals with 165 remotely located Healthcare Centers has been established through Indian Space Research Organisation (ISRO) telemedicine grid. This will enable unique case studies and experiences to be exchanged between the super specialists through this health grid. It will also be possible to conduct Conferences of specialist doctors from multi centers to discuss the critical disease patterns and provide treatment. Now I would like to take up e-Governance Grid.
E-Governance Grid: Good governance is being recognized as an important goal by many countries across the world. They have taken up specific initiatives for open and transparent governance. Freedom of information is being redefined and supported by detailed guidelines. The internet revolution has proved to be a powerful tool for good governance initiatives. An important dimension of the internet potential is the possibility of providing services any time anywhere. Along with this there is a conscious effort to put the citizen as the centre of focus of the governance. Citizens are being perceived as customers and clients. E-governance has to be citizen friendly. Delivery of services to citizens is considered as a primary function of the government. Particularly in a democratic nation of a billion people like India, e-Governance should enable seamless access to information and seamless flow of information across the state and central government in the federal setup crossing the inter-departmental barriers. We have a National e-Governance Plan with twenty five-mission mode projects. Also, State Wide Area Network has to be established by 2008 with the Data centers in each state HQ and Centre. G2G Services connecting the Central, State government to the District level leading to Village level administration with paperless office system is indeed a big mission. Computerization of over nearly 15,000 district and subordinate courts are required to be completed. The ICT industry in India has to provide solutions for all these tasks within the next five years.
Now let me discuss the significance of the sustainable development through establishing Rural Grid.
Rural Grid: India with six hundred thousand villages and seven hundred million people living in the rural areas needs a unique rural development model called PURA. PURA envisages provision of three connectivities namely physical connectivity, electronic connectivity and knowledge connectivity leading to economic connectivity. For providing the knowledge connectivity to the PURA (Providing Urban Amenities in Rural Areas) complexes, Village Knowledge Centers will act as frontline delivery system. The Village Knowledge Centre should provide the essential data required for the targeted population such as farmers, fishermen, craftsmen, traders, businessmen, entrepreneurs, unemployed youth and the students. We are planning to establish 7000 PURA (Providing Urban Amenities in Rural Areas) Clusters across the nation for providing sustainable Rural development. Establishment of 100,000 Common Service Centers as delivery mechanisms for PURA connectivity is another initiative taken by the government. Other major areas of activities for the software teams are establishment of village knowledge centers, education and healthcare facility for remote rural areas. RURAL PURA Grid connects all the other GRIDS for providing Services to the citizens from all domains.
We have so far discussed all the four connectivities at the national level required for the societal transformation leading to empowerment. Certainly, companies like Google can become a partner in this national transformation process using ICT as a tool in a changed Internet 2 and web 2.0 paradigms.
How to bring the transformation in the conventional setup for entering into the knowledge society? That is a big challenge. We have to bring change in thinking and doing so. We need creative leaders in all the domains whether in the industry, academic institutions or government, which I have discussed in the beginning. I was thinking what I could give to the thought leaders of Google? I would like to suggest the following vision for Google.
Suggestion: Vision for Google
1. Starting with a “white page”, Google has been in the center of many innovations in the field of information access and information technology. It has applied very efficiently the storage revolution, which has been seen by the world of computers for engines for data analysis towards creation of knowledge. Google have also perfected the use of phones in the IP world. Google have demonstrated a very good machine translation, which stands to prove that more data is good data. While they have almost all pieces needed for a perfect human machine interaction, for accessing and processing knowledge, there is one need still missing in their repertoire. This is speech recognition and speech production by the computer. If they could add this to the technologies that they have innovated we could dream of language independent access to information and knowledge. For example, one should be able to lift a phone and ask a question in the mother tongue. This question would be translated into multitudes of other languages used for searching the knowledge base, collate the information, translate them back to the language in which the query was raised and human like voice output with the friendliness and affection of a teacher is transmitted to the phone all in a blink.
2. Google has also been making strides in the creation of digital library. However, it would be important if Google could use its influence to create the library for the science and engineering students of the developed and developing countries at the graduate and post graduate levels, so that any student in any part of the world would have the same access to information. The issue of copyright could be addressed by either Google buying out the copyright for the sake of knowledge or by starting a drive for creation of information for a societal cause.
Conclusion
Google has done many innovations in information system for knowledge sharing in different forms. What you do is: You collect information, process the information, and present it on demand at the click of the mouse. But what I am going to discuss now today is something different from your original track.
The difficult task for Google to dream is what? What is that? Just like what you have done in the area of knowledge collection and dissemination, can Google take up the mission of energy innovation leading to generation and collection of clean energy and other types from different sources and distribute to the needy locations at different parts of the planet earth at a cost. Will you be able to take up this seemingly impossible task? In this context, let me quote a beautiful thought from Alexander Graham Bell.
“Don’t keep forever on the public road, going only where others have gone. Leave the beaten track occasionally and dive into the woods. You will be certain to find something you have never seen before. It will be a little thing, but do not ignore it. Follow it up, explore all around it; one discovery will lead to another, and before you know it, you will have something worth thinking about.”

Usually all Tamil Language sites are now becoming Unicode supportive meaning you don’t need to do anything like installing fonts or something to view those Tamil websites. But, there are still few sites which has the old TAM/TAB (Tamil Nadu Government Approved Character Sets) and TSCII. How it Works?
Just visit Smorty for signing up a new Blogger Account. You will need to wait until your account is approved. Account will be approved or rejected based on various conditions ranging from the number of posts in your blog to the search engine ranking of your Blog. They usually accept most blogs which comes with good amount of valuable posts (not duplicated ones)
Once you got your account with Smorty approved, you need to wait until any campaign offers are available. Once it’s available, you can take the Campaign Offer straight away and create a post in your Blog adhering strictly to the requirements of the Campaign Offer. After creating the Post, just submit the post to the Campaign and you’re done.
Advertiser will see your Post and if he/she feels your post is genuine and good enough, they’ll accept your Post hence crediting you the amount promised for that Campaign Offer.

Your blog is index with Google and Yahoo
Your blog is older than 3 months
Your blog doesn’t contains any adult, hate or violent content
Your blog is having at least 2 posts per week - average
Your blog is not having any duplicate posts
